California Compliance Offsets (Air Resource Board Offset Credits)

  • Overstatement of “GHG” Reductions or Removal Enhancements: “ARBOCs” invalidated because “ARB” finds that the amount of the “GHG” reductions or removal enhancements were overstated by more than 5 percent than what the offset project achieved within the applicable “Reporting Period.”
  • Double Issuancefor “GHG” Reductions or Removal Enhancements: “ARBOCs” invalidated because “ARB” finds that “ARBOCs” has been issued for the same “GHG” reductions or removal enhancements within the same offset project boundary and for the same “Reporting Period” in which “ARBOCs” were issued.
  • Environmental Health and Safety Invalidation: “ARBOCs” invalidated because “ARB” finds that the offset “Project’s Activities” were not in accordance with applicable local, state, and national environmental and health and safety regulations, during the applicable “Reporting Period.”

CORSIA and Voluntary Offsets

  • Double-Issuanceoccurs if more than one offset is issued for the same emissions or emissions reduction.
  • Double-Useoccurs when the same issued offset is used twice, for example, if an offset is duplicated in registries. 
  • Double-Claimingoccurs if the same emissions reduction is counted twice by both the buyer and the seller (i.e., counted towards the climate change mitigation effort of both an airline and the host country of the emissions reduction activity).
